The following open letter has been signed by 300+ scientists, researchers and experts in Privacy Enhancing Technologies and Cyber Security, from over 25 countries.

The joint statement lays out four principles for open, transparent, privacy-by design approach to contact tracing.

In essence, we need:

  • a decentralised approach
  • only used for the support of  public health measures for the containment of COVID-19
  • fully transparent solution so  that (truly) independent parties can analyze all security and privacy implications of the system
  • Privacy-by-design is essential, and the use of contact tracing apps must be voluntary, requires explicit user consent, and the systems must be designed to be able to be switched off, and all data deleted, once the crisis is over.
