Purpose To document the process for the appointment of Honorary, Visiting and Clinical Academics.

Procedure

This procedure requires actions by the following: It involves steps relating to:

HONORARY AND VISITING ACADEMICS
Nomination
Complete the Visiting Academic - Request to Invite/Appoint/Renew form ( Form 6.15a) and attach:
  • the curriculum vitae (CV) of the proposed appointee
  • a written case in support of the appointment including expected contribution and benefits to the University, and any visa implications
  • a statement of contribution to date (for reappointments)
  • evidence of submission of thesis (if appropriate)
  • the amount of funding for airfares, accommodation and living expenses, including the source of funds (Visiting Academics only)
  • a copy of sighted evidence of citizenship (e.g. passport, birth certificate) to ensure a visa is not required

Note: the date of birth must be recorded on the request form as this is used to help create an MQ identification number

In relation to a Visiting Scholar, and in addition to the above, provide the following documentation:
  • evidence that the student is enrolled at University
  • a statement from both the student’s supervisor and the student about the program to be undertaken and benefits foreseen
  • information about how the student will be financially supported, for example:
  • a dollar amount from the Department (include account code) and/or
  • funding from the student’s home university and/or
  • a statement from a responsible person (e.g. a parent) that they will fund the student at a particular rate

Forward documents to the Faculty Human Resources (HR) Manager.

Faculty Human Resources Manager

Check documentation:
  • ensure all documentation has been provided by the supervisor
  • sight and collect copies of visa certificate and passport information where applicable
  • collect a copy of the candidate’s CV
  • obtain approval from Executive Dean or Head of Department

Approval
Approve or decline the appointment.

Faculty Human Resources Manager

Appointment
Establish appointment:
  • issue a letter of offer which includes the start and finish dates
  • record acceptance and notify the supervisor

Send all documentation to Human Resources for recording and filing.

Head of Department

CLINICAL ACADEMICS
Nomination
Complete the Visiting Academic - Request to Invite/Appoint/Renew form ( Form 6.15a) and attach:
  • the curriculum vitae of the proposed appointee including appropriate referees
  • a statement in support of the nomination from the relevant Head of Clinical Unit
  • a written case in support of the appointment including work history and achievements, expected contribution and benefits to the Australian School of Advanced Medicine (ASAM).

Dean of ASAM

Interview
Conduct an interview and discuss performance targets with the relevant Head of Department and potential appointee.

Support or decline the nomination.

Proposal Preparation
Where the nomination is supported, prepare a proposal to appoint for the Clinical Advisory Committee.

The proposal will include the recommendation for the level of appointment and will consider the following when determining the appropriate level:
  • demonstrable targets achieved during career with an emphasis on the previous 2 years
  • demonstrable clinical excellence:
    • required for Clinical Academic Senior Lecturer and above
    • demonstrated participation in the quality assurance program of the relevant Clinical Unit of Macquarie University Hospital (or, where circumstances are deemed appropriate, other institutions)
    • participation in an audit of practice that is placed in the public domain (e.g. website, journal, media)
    • annual publication of a clinical series for which the potential appointee has made a considerable contribution (Clinical Academic Professor and Associate Professor appointments only)
  • education:
    • demonstrated experience with supervised coursework or higher degree students including participation in assessment
    • participation in curriculum development and renewal
    • demonstrated progress towards a higher degree that incorporate pedagogical understanding unless this is preexisting (Clinical Academic Professor and Associate Professor appointments only)
  • research:
    • facilitation of research by students and other ASAM staff. This includes the publication of articles in peer-reviewed journals relevant to the specific educational or medical discipline to which the appointee belongs

Clinical Advisory Committee

Approval
Support or decline the proposal.
If supported, submit a recommendation for appointment to the Deputy Vice-Chancellor (Provost).

Approve or decline the appointment.

Dean of ASAM

Appointment
Establish appointment:
  • issue a letter of offer which includes the start and finish dates
  • record acceptance and notify supervisor

Send all documentation to Human Resources for recording and filing.

Human Resources Officer

APPOINTMENT PROCESS – HONORARY, VISITING AND CLINICAL ACADEMICS
Create an identification (ID), record start and finish dates and organise a visa application, where applicable. File the documentation.

Liaise with the immigration consultant when required.

Supervisor/Head of Department

Manage Appointment:
  • provide workplace induction including, where negotiated, email, computer, building and facility access
  • claim for expenses by completing a payment request form
  • provide ongoing supervision and support to the Honorary, Visiting or Clinical Academic
  • notify the Faculty Human Resources Manager and Human Resources when the appointment concludes
  • immediately notify the Faculty Human Resources Manager and Human Resources if a visa holding appointee abandons their appointment.
REAPPOINTMENT
Follow the same process for any renewal of appointments as for the initial appointment and in addition include:
  • evidence of appropriate contributions during the previous appointment
  • projected future contributions
  • any resource implications

Consideration of reappointment will normally occur at least three months before the expiry of the appointment.

When reappointing, ensure that the appointee has a valid visa.

TERMINATION
Refer serious cases of misconduct, non-observance or non-compliance  to the Manager, Employee Relations together with directions from the Executive Dean, Dean or Head of Department, legislation, University policies, codes of practice, rules or regulations.

Manager, Employee Relations

Investigate and provide a recommendation regarding termination of the appointment to the Director, Human Resources.

Director, Human Resources

Consider and where appropriate approve the recommendation.
Write to the appointee terminating the appointment.

Human Resources Officer

Where the appointee holds a reportable visa (i.e. 419, 442 or 457), notify the Department of Immigration and Citizenship within ten working days of the end or abandonment of the appointment.
