With the Federal Budget 2009, the government has outlined its response to the Bradley and Cutler reviews. Here’s how the Education Overview - subtitled Universities, Innovation and Education Revolution sums it up:
uncapped demand‑driven university system from 2012 - “students in, politicians out”- an additional 50 000 new students by 2013, 40% of 25-34 year olds with a bachelor or above by 2025
enrolling low socioeconomic status students - $437 million over four years
student income support system - limited workforce participation criteria, lifting Parental Income Test for Youth Allowance, Student Start‑up Scholarship, Relocation Scholarship, and by 2012 reducing age of independence to 22 and increasing Personal Income Test threshold
investing $578 million over three years to increase the rate of indexation for higher education funding
a new national regulator and quality assurance system, linked to performance funding - the Tertiary Education Quality and Standards Agency (TEQSA)
$3 billion from the Education Investment Fund (EIF) to fund priority infrastructure projects
